Next PAAC meeting 12/10/16 Sacramento

The next PAAC meeting will be in Sacramento on December 10th at the Courtyard by Marriott and Fairfield Inn by Marriott 1782 Tribute Road, Sacramento Ca 95815.

The meeting is 9am to 1pm and as always continental breakfast will be served along with a Mexican buffet lunch. Quest speakers from Headquarters will be invited to share information on the 3 years to excellence and the direction of DAPO.
Some of the topics on the agenda for discussion will be
The new MOU, cellular phones, new weapons policy, retirement security , Prop 57.
Please come and voice your concerns, get information and give support to your chapter and the Parole Division.

Election Season

It’s that time of the year for elections.
Your PAAC board is up for election again after 3 long years. Many of the same board members are running again and a few new prospective board members.
Your Board members are very important, they provide you information and represent you at meetings with management and negotiations for new policies.
Consider the board representatives as important as an attorney who is going to fight for you and provide you with actuate information with a professional demeanor.
Please ask questions to the candidates and find out what they are about before making a decision.

Upcoming negotiations

Several new policies are currently being drafted by DAPO management.
In addition several notices have even sent from DAPO to the Labor Relations department.
We are currently reviewing and determining potential impact of these new policies.
Some of those policies are Prop 47 policy, The weapons and safety equipment policy, CPAT referral policy, Program referral policy as it pertains to the 70% cohort list, Article 19.08 J of the MOU vacancy and position report, PSA workload, Samsung 6 cellular phones for all field staff, not to mention the entire 3 Years to Excellence.
These negotiations are currently either on going or preparing to start.
If you feel that you have information pertaining to the scope of these topics please email your Vice President Delia Reese with your concerns or comments. Delia is on every table with your President John Bostick and a very important person in the process of negotiations.
Reese will pass on information that she has gathered as well as suggested table members for negotiations.
PAAC will consider your input and negotiate on your behalf while at the table.
With that said be aware that we negotiate for the entire chapter of Parole and not for specific individuals.
Negotiations that have statewide impact have to be reviewed and all staff have to be considered when agreeing or opposing a policy or directive. With nearly 1500 members the majority wins during the decision process.
PAAC does not have the ability to provide any specific information about current ongoing negotiations other than the topic. We will take input and solicit information that will assist PAAC at the tables.
Once the negotiations have concluded most policies are implemented and sent out within a week.

PART moves

Parole Agent Request to Transfer.
After a very long time we finally got management to complete the PART process.
PAAC complained for months to both of the Regional Administrators about the PART process not being following per the MOU.
After several failed attempts to have our Director resolve the problem it was decided to take this issue above the Director level.  PAAC President John Bostick gathered information regarding vacancies, new hires, vacancy rates, eligibility etc.. to provide proof of a MOU violation.
The Office of Labor Relations was provided the documentation that was gathered and regonized that DAPO failed to follow the MOU. OLR gave DAPO a clear direction to immediately facilitate PART to prevent class action grievances that they would ultimately lose.
After a long battle with DAPO management your PAAC President was able to prevail and force PART moves.

On 10/26 the Northern Regional Administrator reluctantly completed PART and notified Agents that were successful. Agents will be moving in December

On 11/4 the Southern Region made its selections for PART moves. Agents will be moving 1/2/17.

The PART process is by contract a continual process and PAAC will continue to ensure that DAPO follows the MOU.

October 2016

Over the past month many new changes have come about in DAPO.
With the Director leaving the division as well as many of the upper management staff it may seem unstable. We believe it is just a hiccup and that we will keep moving forward.
Hopefully in the next few months things will settle down in DAPO. Typically once the Director is secure the rest of the Executive Management appointments are made. This change does come at a bad time with the start of the 3 years to excellence plan just a few months away. Stay tuned for updates on the direction of DAPO or attend our PAAC meeting on Dec 10th for information.

October was a busy month for PAAC.
PAAC President John Bostick along with PAAC Vice President Delia Reese toured several Complexes in the South. PAAC got the chance to meet members as well as answer questions.
The Riverside and Anaheim offices were toured on 10/25 and the San Diego and Escondido offices on 10/26. We had a good turn out and would like to thank all of you who came by and asked questions.
We plan on touring around the entire state next year and providing lunch or breakfast as much as possible.
With the end of this year we may tour the San Bernadino Complex in December and provide lunch to the building, take questions and listen to your concerns. Dates for the tour will follow as well as notifications via email.

The latest news

Over the past few months PAAC has toured several parole complexes to answer questions and to meet agents in the field.

In June 2016 PAAC President John Bostick and Vice President Delia Reese toured the South Central Los Angeles complex along with Southern board representatives Jorge Robles, Jack Hood, Mark Joesph and Meshal Kashifalghita.
Also in attendance was CCPOA field representative Mike Lopez.
PAAC provided lunch for staff who attended the presentation. A open forum which included management were present to ask your PAAC President and board questions in regards to several labor concerns. Attendance for the meeting was near 50 Agents.

In July 2016 PAAC President John Bostick along with Vice President Delia Reese recently toured the San Jose complex along with Northern Board representatives John Battle and Fernando.
Lunch was provided by PAAC and several topics were discussed along with a open forum to answer questions.
In attendance was nearly 25 Agents and retired former PAAC President Melinda Silva.

In August we had our annual CCPOA convention.
Your PAAC board attended several training seminars to strengthen their labor and legal skill set.
The convention is also a time where state wide elections are held. This year we saw our new CCPOA Executive Vice President Kurt Stoetzl elected. If you haven’t attended a CCPOA Convention yet I suggest you do. It is very informative and will benefit your career.

In September PAAC President John Bostick along with CCPOA -Executive VP Kurt Stoetzl, DJJ VP Darrel Lee, Supervisory VP Kieth Bennet and Chief of Labor Suzzane Jimenez toured both the Fresno and Sacramento Metro complexes.
This was the first time in several years that a tour with the Executive council has taken place within DAPO.
Agents were pleasantly surprised to see CCPOA tour the complexes and answer questions relative to the MOU and other concerns within the parole division.
This tour was a success and several other similar tours
Are currently being aranged for Oakland and another undecided location in the North, dates to follow.

In Octobler two additional tours are being scheduled for your PAAC President and VP to meet an d greet as well as answer questions locally. The locations will be the Riverside Complex on 10/25 and the San Diego Chula Vista complex on 10/26.  Lunch will be provided at both locations. Please take the time to come by and ask questions. Notices will be sent to the agents within those complexes in advance

OCTOBER 1, 2016 (0900-1400)

1. CALL TO ORDER/ROLL CALL: Meeting called to order at 0925 hours by President John Bostick.

2. READING / APPROVAL OF MINUTES: The minutes of the April 16, 2016 meeting were presented. A motion was made by Jack Hood to accept the minutes as read/amended. Seconded by Delia Reese. The motion passed by a unanimous vote.

Amendments to the minutes: None.

3. TREASURES / FINANCE REPORT: The Finance Report was given by Treasurer Rochelle Pendleton. The current balance of the chapter accounts: $15,323.44 in checking and $ 44,029.99 in savings for a total of $59,353.43.

Proposed Expenditures: None.


A. DAPO Director Guillermo Viera Rosa: 3 Year Road to Excellence to share with everyone else the role of parole in the community and the supervision of violent and serious offender. Mr. Viera Rosa wants DAPO to be the leading authority on parole supervision and to implement the best practices for success. First element is acknowledgement that we need to adopt Family Systems Theory. DAPO needs to address the parolee‘s rehabilitation as well as their family/support system. Second, enhanced case management system to help transition from prison to the community. Focus on special needs- lifers, mental health, gender specific caseloads, etc. Third, ACA Accreditation will be sought after to highlight the department as a national standard. Fourth, staff enrichment, professional development and training to help agents prepare and become competitive for promotional opportunities. Updates need to be done to training/academy instruction. Last, technology needs to be updated (Smartphones) to supervise more efficiently and effectively as well as to provide enhanced safety.

During questions from agents, Mr. Viera Rosa acknowledged that not having the same level of consequence for violations is a frustration. However, administration will make continued efforts to provide alternatives to incarceration, programs and resources to utilize for the problem parolee. Agents are concerned that they won’t have the resources necessary to implement the 3 Year Plan.

Mr. Viera Rosa addressed the possibility of the Glock as a duty weapon. While he is not fundamentally opposed to the Glock he is not willing to move forward yet due to the current use/approval of several different weapons systems. Many have already purchased their own weapons and would be told they can no longer carry those guns.

B. Southern Regional Administrator Karen Thacker: Mrs. Thacker was asked about the possibility of expanding gang caseloads but advised that currently there is no funding to do so. They are currently doing cite searches to open additional offices, but there is no current plan to add more units. Site requests are with finance- looking to relocate Compton, Mid-City, South Bay to be closer to parolee population. Time frame is at least 16 months. Also looking at Chula Vista to move back to San Diego. PART moves are to be done on an ongoing basis based upon retirement, promotions, etc. Mrs. Thacker stated they are constantly looking at caseload size and balancing units/complexes. They are also willing to do 1 for 1 exchanges. PART moves will be done prior to academy placement. However, LA County cannot have all brand new agents all the time. Southern Region still has employees in “blanket,” but they are attempting to transfer to accommodate needs. There are no current plans to add PA II Specialists to the MCRP/CCTRP in Los Angeles County. Both are funded differently (DA I / DRP). Both are negotiated differently and staffed differently.

C. PAAC President John Bostick: Efforts are being made to be more frugal with PAAC funds so that dues can go directly back to the membership. PAAC gets $4/months per member. PAAC reps want to get out to the units more to interact and be more accessible to the membership.


A. Firearms Committee (Jack Hood): Conversation was about the Glock and who was going to pay for the weapon and ammunition. Transitioning to the Glock will take more training to account for lighter trigger pull, lack of safety, etc. The vest policy has also been discussed and updated by has not been signed by the director. Recommendations were made by the committee to modify certain requirements.

B. Legal Defense (Mike Lopez): Job steward training was recently provided that provided a lot of helpful information. Agents are encouraged to sign up any training that is offered as it provides assistance on how to interact with management and submit grievances.


A. New MOU: Article 19 covers parole agents. There were improvements to PART and the sharing of vacant positions between administration and the union regarding vacancies. PSA duties are also better defined.

B. PART moves: Better documents are being created to allow for a more readable form. As Mrs. Thacker noted, PART is being done on a more fluid basis.


A. There have been over 200 new hires/reemployments. The FTO process is still being renegotiated and updated. There is talks in progress regarding assigning modified caseloads to new agents to allow for better training.

B. Samsung cell phones: Samsung 6 will be introduced. Radios will be phased out. Call-ins from the field for an AM/PM check. Policy will be enforced when phones are issued. Policy still needs to be negotiated. Pilot process will be very important in pointing out issues and technical problems. Those problems need to be identified and fixed prior to mass dissemination. Current time frame is for every agent to have one by January. Phones will have GPS capability.

C. Prop 57: The Proposition will not have an impact on DAPO parole but may allow the non/non/nons to parole to PRCS faster. The goal is still to reduce the prison population. It will not change the factors that determine if the inmate paroles to DAPO or PRCS.


NORTHERN: The representatives were receiving calls regarding IA interview and reps had to encourage them to have representation. Reps are having to explain that when policy is implemented, that doesn’t always mean it was agreed upon by the union. Administration can implement but the extra work needs to be addressed through overtime. Reverse seniority is being used to fill GPS positions. GPS caseloads are being audited and some agents were transferred to CPSRM units.

SOUTHERN: MCRP just opened in San Diego County which opens more PA II specialist positions. Overtime needs to be requested to help justify lower caseload counts. Agents should be requesting overtime in writing from PA III. If no response is received, follow up. Overtime should be requested for transports being ordered by the Judge in Los Angeles County Judge. In some units PA II’s were not carrying a variety of cases and had excessive CD cases.


A. Mayors from San Diego and Stockton routinely try to put propositions on the ballot to eliminate peace officer retirements. They pulled it off the ballot this year because they did not like the language. CCPOA has about $10 million in a PAC fund to assist candidates and fight for or against propositions.


Mark Joseph made a motion to adjourn. The motion was 2nd by Delia Reese. The motion passed by a unanimous vote. The meeting was concluded at 1220 hours.
