Dear Board Of Directors,

We are proud to inform the board that late Thursday night, our negotiation team reached a tentative agreement with the State on a successor Memorandum of Understanding under the most challenging of circumstances. Our team was working until midnight to close the deal and will be working through the weekend to prepare for the BOD video conference call that is scheduled to take place on Monday at 0800 hours. While you are all understandably anxious to learn the details of this two-year tentative agreement, please be patient and allow the team who are still bound by confidentiality to wrap up the final details so that it can be presented to you collectively on Monday.

Assembly Bill 2342 Update

We are opening this thread to discuss proposed legislation for the upcoming year. Every year there are bills that are introduced that would affect our profession in major ways and this year is no different. One of the bills that was introduced for the 2020 year is AB2342, which seeks to set up an early discharge system by granting credits to parolees for numerous reasons. AB2342 is very similar to AB1182, which was introduced in the legislature last year, as it has the same authors.
The current legislature has focused on criminal justice reforms and has focused on bills that have a rehabilitative narrative. During the last legislative session, the previous PAAC President refused to meet or work with the authors of 1182 and by doing so, we did not get any language or substantial changes in the bill itself. In addition, he also acted without keeping the CCPOA legislative branch informed of what he was doing. This bill in various forms would keep coming back and would eventually be passed without our input if we do not start working to carve out what we need. By refusing to meet with or speak to the author of the bill, we had no ability to voice our concerns from the start and put the chapter into a very bad place. While the bill eventually died due to a flaw that we discovered in the bill, it did not change the vision that they had when it was originally introduced.
In December of 2019, the current PAAC President, along with other PAAC Board Members started the discussions with the authors of the current bill. We saw the opportunity to craft language which could substantially lower our caseloads (40:1) and allow us focus on our core job of supervision and move away from simply checking off “spec” boxes on a roster. We also made several other demands about ongoing funding mechanisms, which would allow us to retain each and every job we have, by making it clear that we would not lose a single job as a result of this bill.
The bill in its current form has changed numerous times and all of the demands that we made in order to back the bill are obviously not contained within it yet. This year has also seen the current pandemic issues take the nation by storm, which in turn threw off the legislature’s timelines for passing bills and getting things done according to its own rules. The pandemic Has also made it difficult for our team to meet with the authors of the bill in order to craft better language.
Maribel Hinojosa formed a team consisting of John Bostick, Melinda Silva and myself.  We met and dissected the current language in the bill to remove what we viewed as unacceptable to public safety/our membership.  We then added language that would benefit DAPO monumentally. Monday, of this week our CCPOA Chief Lobbyists met with the several members of the legislature to voice concerns about the current bill and presented our version of the bill.  We are currently waiting to hear back from them regarding our proposal.  We are on top of this bill and will continue to fight for our membership. CCPOA is working in close proximity with us on getting the changes we need added to the bill. While some of the talks regarding changes to the bill’s language are ongoing and subject to change rapidly, we cannot post those everyday.  However, we will keep you updated on key points moving forward.  Let’s keep the open forum of ideas and thoughts moving forward by focusing on the bill itself and not our individual political ideologies.
